I build nightly RPMs for RHEL 7 and the spec file is in sync with Fedora. It's
almost identical I believe (except for the source tarball and versioning). The
notify type service is used for sure:

I use the built packages on my Fedora server and the service control works
fine. But I haven't tested on RHEL 7.
Please, can you try the nightly build a check if it works for you? If it
works, then I guess you've lost systemd-devel build dependency. If it doesn't
work, then we will investigate a bit deeper.
