Almost. Internally it is capable of storing IDN domains. Both whois
(unix and web) translate IDN domain names to UTF and display then in
translated. In whois you can also search for domains with non ascii
strings (i.e. whois háčkyčárky.cz)
But as we don't allow IDN in .cz right now, there is a block in EPP that
don't allow them to register. It's on my task list to finish this IDN
support by adding configuration option that would disable IDN for us but
enable it for others. I hope we will manage to do this in 1-2 month.
2) Does the FRED logs save every action, that one user
does, so its
possible to trace back who did what ?
If you are asking for EPP action done by registrar, this is true. Each
action by registrar is stored in database tables. This is not true for
whois queries and administration interface actions. This feature is
nearly completed and will be also introduced in FRED 2.2
