I suspect only a few non-EDNS0 clients will switch to
TCP as
dnscache from djb is not TCP capable as far I as can remember.
Actually my recollection is that dnscache *does* fall back to TCP if it
receives a response with TC set. So dnscache instances are the most
likely to do more TCP in response to delegation responses with TC.
