it's "almost" full supported :) IDN implementation if Fred (current
version on fred.nic.cz) can be divided into several parts:
1) Acceptance of IDN domains in EPP registration process.

Only reasons why IDN domains are not accepted is that their syntax
containing two dashes '--' is not allowed by domain syntax checker. We
have updated syntax checker to be configurable by allowIDN attribute.
This attribute can be seen in checkHandle functions syntax in domain.h
and nsset.h source files. It has default value false, but by setting it
to true. Full registration of IDN domains will be available. We thought
about propagate this value to configuration file but finally we
postponed this solution to future.
There is another topic in IDN domain registration process. It is to
allow only specified set of characters to be allowed in domain names.
This is not handled at all in Fred but we know that for full suport this
feature must be implemented.
2) Show/parse correct names in whois (unix and web)
---------------------------------------------------
If there are already some domains in registry, they should be displayed
and queried in whois naturally. We included libidn library into fred to
support 'IDN encoded' <-> 'UTF8' conversion. This means that in web
whois you can ask for domain in both forms and domain is correctly
displayed in natural form. This can be seen for example on
http://www.nic.cz/whois/ where you can query for only IDN domain in .cz
háčkyčárky.cz (contains czech characters 'á','č').
Unix whois clients are clever and they do part of this translation
themselves. They query first for UTF8 form and if there is false
response they try IDN encoded form. So there is no need to do anything
on parsing unix whois query. Only result must be properly converted and
Fred of course handle this conversion. You can see this by calling
'whois háčkyčárky.cz' (using jwhois version 4.0 on my Fedora desktop).

I wanted to know what was the status of FRED regading IDN, I have been
able to find a little paper written by Jaromir Talir dated from
8/4/2008 which described the feature as "future" plan.
