We don't need to create the file; in fact, I was confused about the
purpose of install-info and it isn't needed here at all.
I'll follow up with revised patches to look at that incorporate your
changes and also eliminate the use of install-info. (I've left out your
indentation fix in doc/meson.build though, since it's not really part of
this change.) The new patch also updates conf.py to tweak the generated
file's name and to set its metadata.
