thanks for this. I did try it and then it was "make check" alright then. ("x tests skipped").

For some strange reason I missed that your Debian archive on https://www.knot-dns.cz/download/ provides a 2.3.1 binary version.
Which is very close to 2.3.2 from Arch Linux.

Let's play! ... and get rid of ... :-) who shall not be named.

You can try to set CFLAGS="-DOPENSSL_NO_GOST" to disable the cipher support. But I would strongly
recommend you to migrate to Knot 2.3.2 if possible.
