In recent versions, make install will already install server.conf
in /etc/fred so you can omit step number 8.
following instructions from http://fred.nic.cz/raw-attachment/wiki/documentation/notasfredj-en.pdf
i could'nt find any server.conf, let alone /etc/fred directory even after a successful compilation of fred-server 2.1.11 on Debian Lenny 5 i386 (I couldn't even get it to finish compiling on Lenny amd64)

should i just make /etc/fred and copy server.conf in  fred-server-2.1.11/config/
