Ahhh ... but I do, I think, as follows:

########### stop fred servers first
#sudo -u postgres psql
#DROP DATABASE fred;
#CREATE DATABASE fred;
#\q
# psql -U fred -d fred -f fred-backup-file.

Does this not satisfy this ?

After this I  do a db upgrade:
# su - postgres -c "/usr/sbin/fred-dbmanager upgrade" 
which runs ok, however, the resulting mail_template table is different from the one in the dump, all the cz entries show up again and the English editing is gone.
